Nope, that is actually the canon reason; Sampson's internal self-image is identical to his external one so he's just green-haired muscly version of himself.
That said there seems to be downsides to it; seemingly the more monsterous you are when you change the more powerful you are, and Samson is one of the weaker Gamma-enhanced individuals, occasionally portrayed as being even weaker then She-Hulk depending on where in She-Hulk's career you're reading.
