What do you define as winning? Enemy state and army destroyed, new government established, al queda in Iraq crushed (a void not filled until ISIS), populace freed from oppressive dictator. The government failing to properly represent it's people is the fault of the Iraqis who couldn't understand equal representation for their constituents even though it's written into their constitution. America trained the Iraqi army for years, again that is the fault of the Iraqis for abandoning their posts, not America. If anything the Afghanistan conflict was less successful even though the Taliban was also crushed and chases away from the cities and into the mountains where they were hunted down.
