Why didn't Lex Luthor ever attempted to insert Kryptonian DNA into himself and grant himself Kryptonian powers? Even that failure from Doom Patrol was capable of doing this.

He's not. In his true form he's a living idea, and Apokolips is not located inside the normal universe so his "projected form" isn't an alien either.
If he gained powers equal to Superman and failed to save the day, inspire people, or just be as good as Superman, he'd have no one to blame but himself. That fact would shatter his ego and he knows it.
