They didn't have sex but there was a lot of sexual tension. They kissed a couple times too, iirc.
People ship her and Tim all the time but they had like none until one comic at the end.
She and Bruce make a great couple, but I always got the feeling that the reason they made Batman start being a dick to her for no reason and send her away to live with Tim was because people noticed the sexual tension and wanted to end it (and not in a good way).
I was hoping when they brought her back they'd age her a bit but no.

Yes. It was a father/daughter relationship with people who were not related and were in adrenalin-fuelled duties all the time.
Add to that the others were out of the picture. Barbara was being Oracle/Bird of Prey, Nightwing in Bludhaven, Tim Drake had moved away to boarding school (for some of it).
She represented, to Batman, the ideal Batman. Not burdened by the traumas of the past (the reveal was devastating for him, as you probably saw), a perfect machine with the only desire to fight crime.
And he was the perfect father to her, approving of her skills and the way she wanted to use them. She -chose- that path, and he wanted to teach her everything about it so she could be the best.
Compare this with the Robins who were being ridiculously rebellious at the time. Tim and Dick both made it clear they NEVER wanted to be Batman or be LIKE him. Tim wasn't even sure he wanted to fight crime when he grew up. Barbara was out of the war.
They were both alone and had each other.
It was great story for Batman, added a lot of depth to things.

I rather do like the new costume. But it just doesn't fit with the full black mask. The full black mask with the bat ears was really quite cool on the full black suit. It made her look scary, sexy, and strange. The new armor on this suit, and taking away her face, combine to make her look a bit more like your average goon. Not a great hero look.

No it means they're retconning the amount of time that that things have passed and when events have taken place. This sort of adjusting is normal as it becomes harder and harder to keep characters from aging without it.

12 year timeline could work.
Year one: Aka Zero year, Bruce returns, becomes Batman, fights red hood Dr Death and the riddler.
Year two: Batman works with Harvey Dent and Gordon to take out the mobs, Harvey has his accident, Dick loses his parents and Bruce takes him in, Joker surfaces.
Year three: Dick becomes Robin, Catwoman appears, more Superheroes and villains appear around the country and the Justice League is formed.
Year four: Barbra becomes Batgirl, Bruce meets the Al-Ghuls, and also runs into Katrina "Netz" Kane, the crazy shit from the Black book and Morisson's run happens here.
Year five: Dick forms the Titans, Barbara retires, Harleen Quinzel becomes Harley Quinn, and the crime world of gotham is now completely overtaken by the wackos.
Year six: Dick and Bruce split, Batman runs into Jason and takes him in, Barbra is shot and crippled.
Year seven: Joker kills Jason, Batman goes crazy and Tim shows up and starts his training.
Year eight: Tim becomes Robin, Barbra becomes Oracle, Bane breaks the Bat.
Year nine: Barbra has her surgery, Tim is still Robin. Jason returns
Year ten: Barbra can walk again. Damian shows up, Robin becomes Red Robin. Batman goes missing (for some reason) and Dick takes over.
Year eleven: Batman returns, Batman Inc + 1st year of nu52, up to DotF
Year twelve: second year of nu52. Damian's death +Endgame+ Robobats.

Tim witnessed Dick's parents' deaths when he was 6 or 7.
Babs became Batgirl when Dick was Robin. She was shot when Jason was Robin.
Steph and Cass became Batgirls during Tim's run.
Damian can be 10 without being tube-grown.
