Inhumans is as obscure a property as you can potentially get a Marvel. To top it all off, your slate for the next few years is packed already. You'd be smarter to get your big ass expensive make or break fuckfest (Infinity War) off the ground to rake in the cash before the cape bubble bursts than try out the most obscure of properties.
Ant-Man and Guardians worked, so maybe Inhumans could. However right now Marvel's extensive pushing of them over mutants seems like nothing more than Disney trying to stir shit because the brass at Disney and the brass at 20th Century Fox fucking hate each other.
