We try to guess what country the funny foreigner is supposed to be from. There's an episode where the Eds go inside Rolf's house and the whole place is covered in plastic and there's a menorah. So I'm guessing he's a Jew from Germany?

There's no answer, it's been stated many times that Rolf is not from any real world country. However he was based on Danny Antonucci's Italian immigrant relatives. So you could say he's from Italy but that's still not technically correct.
