He's wearing a bib with the image of a bird, indicating that he is planning to eat a bird. The image is of the typical blue bird that appears in those strips, such as the 2 in this very strip.
They both look identical to the one on the bib, and yet one comments to the other that it looks just like him.
The reason for this coul be one of 3.
The bird is so dense that he doesn't realize he also looks like the bib. Maybe he's just never seen his reflection.
The comment is made with malice, because the bird realizes his own resemblance of the bib, but hopes to get attention only on the other bird and get him eaten.
The image actually represents that specific bird, and Heathcliff doesn't just want to eat blue bird, he wants to eat that one blue bird.
Any of these is humorous, and the uncertainty about which is correct makes it more huorous, as well as making the setting more interesting.
It's like Gallagher's only exposure to the concept of comedy came in the form of Observational standup, but he's seen other comic strips and realizes they usually have absurd, weird things happening, and so is trying to reconcile the two.
Add "What's up with that!?! <audience laughter, applause, smug-looking standup comedian chuckling to himself>" to the end of any of his captions, and the pattern begins to emerge.

The garbage ape could definitely play the role of the token minority here, especially with recycling and composting becoming so popular. Since this would be a kid's show, garbage could be a stand-in for some sort of vice like weed and the garbage ape could simultaneously be celebrated for supplying the animals with trash and harming the environment + encouraging vices.
