Riddler's pretty Rogue-esque already, setting up elaborate death traps and distractions he can use to get away is his jam, he'd fit right into Central City. He'd drive the other Rogues nuts though, they'd probably find him a snobbish book nerd and his compulsion to leave clues incredibly unprofessional. He'd probably just dismiss them as small-minded peons and glorified bank robbers.
Are there any other villains in the DC Universe like the Riddler or Cluemaster... villains whose M.O. is to challenge the heroes' intellect and/or wit?

Barry is a nice guy. He lets his enemies take free shots at him, just to allow them to think they've accomplished something. Then he goes visit them in jail, sends them pen pal letters, and drinks with them at the local bar. Barry doesn't have enemies, except for Professor Zoom. He has frienemies, whom he beats up, puts them in jail for like a week, and forgets they escaped.

The Zoom arc finished well
Just reread the issue and the Riddler's plan makes no freaking sense, because it requires him to think faster than it would take for the flash to incapacitate the droids. Even if he managed to fire, Flash could probably stop all the bullets in mid-air. And he doesn't even need to go ftl to do that. And even if he wasn't fast enough to stop all the bullets at the same time, there's no way that the riddler can monitor every corner of the city. Barry should be able to use his speed as soon as he got out of his sight.

It's not. The rogues have always understood this, and they have means to slow flash down in order to fight him. Nygma doesn't.
