If that was the case, they legitimately wouldn't have gotten away with it. Dini and Timm were famous for using censor distractions to get what they really wanted and in the original version of the episode with Harley and Ivy, it was significantly less ambiguous and more risque, but the network only had them cut down to just shirts. The network and censors have always been fine with the hinting Dini and Timm did, people just delude themselves into beliving they were being watchdogs about it because then it lets them think that Dini and Timm considered Harley and Ivy as anything more than a small facet on their character, not the more or less defining trait its become today because subsequent writers/fans have taken the dumbass ball and run with it.
