The vast majority of people who watch these films don't know or care who Zemo is. Marvel and Disney don't care if it pisses off fanboys when they change this stuff because they know they'll still make hundreds of millions of dollars. They used the name Zemo because if they made a new character then the main Disney shareholders would get pissed that they aren't utilizing the IPs that they spent $4 billion acquiring.

His character could have been anybody and nothing would have changed. In fact, a new character would mean a new forced meme in the comics will be running around for movie synergy.
Zemo is literally the only MCU villain to actually win aginst the heroes, sure he didn't kill them like he wanted, but he sure as fuck crippled him. Hell, his prep time out ranked Batman's in this movie.

it's simple. he was zemo because his story concludes with him essentially succeeding in his goal. marvel didn't want to have a no name villain be the guy that "beat" the avengers. if he was a no name dude the "hur dur, the avengers got beat by some regular guy when loki and ultron couldn't" memes would be never ending. making him the mcu version of an established villain elevates him and makes his win acceptable to fan boys.
