That would sound fun as a story element in that she does believe she's actually helping him become a better firelord. The sisters don't exactly seem to be the most loyal so more then likely they'll conspire to topple the whole thing and that will be a plot point of Azula protecting her brother.
Or them turning on Azula and him taking a hit to perpetuate that Zuko feels more like a big brother then he has in years after being around Kiyi.

Yeah, I can understand why he did it, he's always been an act first on impulse and emotion kind of decision maker. Problem is, he's supposed to be learning not to be like that anymore as being Firelord demands a more even head. It's not enough to keep suggesting he'll get there, you have to show it and that would have been a good opportunity to do it, without resorting to Zuko apologizing again. At the very least he's getting better at speaking to people, appealing to shared emotions with citizens behind his actions, that's a big plus for a leader going forward.
These comics just really struggle with the balance between show and tell, in this issue for example Kiyi's reconcilliation with Ursa could have easily been developed by a couple more panels focused on it. When the kids mention their parents not visiting, have Kiyi look visibly upset at the prospect that she won't see them again, then have her be resolute and do her whole melting the door thing. Then later when Ursa returns, having squared up to Ozai have a couple of panels showing them actually glad to see each other, perhaps mentioning how glad they are to see each other again, bam character relation arc done conclusively.
Hopefully there isn't any relationship drama in the next onewho the hell am I kidding, of course there will beas it never seems to be handled how it should, as a supporting plot point between characters when the main plot isn't being touched on. Zuko just needs someone who can talk him down when he gets overly emotional and doesn't think things through, Mai's got the forward thinking part down, but she doesn't seem to be able to deal with him when he gets obstinate.

I think that yes as a character Zuko should be growing into his post, however a majority of the situations being placed upon him, especially with him being the somewhat unpopular firelord in his country, are genuinely out of his control and all he has been allowed to do is react. To protect the colonists who have been living in the earth nation and have acclimated as citizens, To react quickly to the threat of child kidnappings, letting no one leave the capital as there could be a chance that the kidnappers could escape, To fighting his own people who preferred Ozai's way of ruling. He's really had the work cut out for him since the beginning especially with his reign starting out tentative and unsure leading in to putting his people and country before himself and his relationships with friends like a good leader should and at the same time because of his predecessors people are more often then not less likely to give him any leeway.
I agree handling of character growth and smoothness of progression should have definitely been handled better. The whole development with Kiyi and Ursa is being handled poorly in general. I can only hope it gets better but whatever.
I don't actually believe Mai would be a good match for him since both of their insecurities would just end up with them being toxic to each other. I think Kei Lo was good for her as an opposite and I'm hoping for someone who would stay by Zuko through thick and thin like the obvious way Kei Lo will for Mai despite being dismissed for his own safety.

Oh I agree, the events thrust upon Zuko were severe enough in origin that he alone was never going to be able to handle them alone. I was focused more on his personal response to handling the situations, given his inexperience it's understandable he doesn't handle it as cleanly as one would expect. However, it feels like he makes the same mistakes in how he tries to approach the problems and other people linked to the problems themselves, the obvious example being Aang who he doesn't consult with nearly enough, he either flat out agrees with him or just says 'no I have to do it my way' without actually listening to what Aang has to say. It would have been an amazing follow up from his interactions with Ozai if he'd been more receptive to Aangs ideas, hearing him out, but then choosing to go with his more military based solution to controlling the crisis. That'd be some solid development there that's morally grey but understandable in his uncertain position. Even if he doesn't like Ozai, it's clear he respects him and when you're uncertain of how to handle things out of you depth, you naturally look to someone who you respect who has been in that position before. That could tie in nicely with Iroh returning as Zuko comes to realise that even though Ozai was right in that he needs to be more sure of his own decisions, he can find wisdom from open sources he respects and likes in Aang and Iroh.
There's positives and negatives with them together, I do think that Mai is at the very least someone that understands Zukos shortcomings and could fill in that gap were he receptive to listening to her. However, she doesn't seem able to handle him when he goes into one of his moods and they're both so dour, I think he'd do well with someone more positive minded, but understanding of the issues he faces. I do agree with the latter point though, a good end for Mai would have been living a normal life with Kei Lo.

I feel like with Uncle back in the mix he would get the adequate advice that he desperately needs, not only concerning his family and his people but with himself and his apparently on going struggle to be a good person. I feel like the reason he doesn't listen to aang at all is because of the initial encounter during the Earth Nation colonies which resulted in Aang realizing he was the wrong one. Zuko could probably see that Aang also doesn't have all the answers he needs and, in the long run must stay to his own ideals to be seen as a good fire lord not a fire lord reliant solely on the avatar to find his way, one his people can truly respect. Truthfully I feel like Ozai actually did see Zuko for what he was and, in his own twisted way, was trying to keep him out of dangers way.

Having her live a longass time would actually be the smart thing to do because they'd be able to say "they're all dead/their grandkids/great-grandkids don't care about the new Avatar" and not have to come up with life stories for everyone. The next Avatar series will either have to take place far in the future with Korra reaching her 90s and maybe not having any kids, or far in the past, because I don't want to see how strong the drama gene is in the Beifong family like 100 years from now or how Aang's greatx7 grandkids still feel the pressure of being related to him, or old lady Asami compliment the next Avatar's haircut.
