I don't think we need another 'superhero movie' with Spider-Man. The best Spider-Man is when things just start to go right for Peter but being Spider-Man keeps him miserable. So having a Spider-Man plot simply be about Peter trying to do a normal high school thing with the Spider-Man action sequences being more of an annoyance to him is the right way to make this specific movie, given its status as the 3rd reboot.

I don't think they're going to do Green Goblin so soon after ASM2, I don't think they're going to do a symbiote story so early and they're probably not going to start of with Lizard like ASM1 did.
I'm assuming they're going to want to start off with one of the more well known villains so by process of elimination I think Doc Ock has the best chance, Sony are obviously interested in doing a Sinister Six movie so they might want to introduce him early. Though what I'd really like would be Vulture, Scorpion, Shocker etc. Someone new who we haven't seen on the big screen. I want them to build up to the bigger villains rather than blowing their load and making him face off with his arch-nemesis in the first movie.

I just think with this being another new Spider-Man it might be nice to have a simpler main plot for Peter. AMS1+2 got bogged down with shitty relationship drama and thriller conspiracies about Peter's dad.
Having a movie with a simpler story would be more like the Rami movies. Spider-Man just wants to be with Mary Jane, buy a car to impress her, marry her, whatever but he's gotta keep being Spider-Man. So if the focus in the MCU is about how young he is then play that up and make his personal goals something simple like taking a girl to a dance.
Maybe you might think there's no villain in my idea or that because it's about teens and a school dance that it'd be a team drama movie, as in made for teens.

Chameleon, Nothing worse in high school than someone else being you and ruining you're reputation.

Have a bunch of big name celebs act as super powered petty crooks like the beetle, or hydro, or stiltman, or paste pot pete.
He'll probably end up fighting the RHYNO and taking out half of a city block before he takes him down. And he basically sacrifices himself to save his friends/mary jane/sexy ass miss tomei, before banner intervenes nad goes full hulk and they fight it out. Rhyno gets a lucky shot in and dazes the hulk who goes down for a second before he gores him with his horn.
Then spiderman flys in helps and decks him, hitting him square in the jaw, sendin him into a building and flying. He helps the unusually ludite hulk up who says "thanks kid" before going in to smash.
Spidey and hulk team up and win the day.

The problem is that Chameleon never poses a physical threat to Spider-Man, he always gets easily defeated as soon as he's found out. He'd be a pretty underwhelming villain.
Mysterio is objectively better than Chameleon in every way, he can do everything the Chameleon can only on a much grander scale, and has devices and tech that make him be able to fight and challenge Spider-Man on several levels.

I'd go for multiple villains.
The last few times that didn't go so well, I know, but the issue is that Spider-Man 3 tried to give all of it's villains story arcs and ASM 2 was too focused on setting up stuff further down the line.
Instead, just have some of the villains be bank-robbers or henchmen with super-powers/high-tech stuff helping the main villain.
Like, you could just have a scene establishing that Pete is doing his thing in New York by having him stop the Shocker in a bank robbery. Shocker doesn't need set-up, he's just a guy with some weird gloves and a kooky suit who robs banks for a living.
Even someone like Chameleon or Sandman don't need that much set-up.
Then, you centre it around a villain who has a personal conflict with Spidey, and you're golden.

Who the hell expects 'Shocker' to be developed? If there's a scene of Spider-Man stopping a bank robber in a film, people don't expect development for that character.
Why should he get development just because he's wearing a kooky costume and has sonic blaster gloves?
