The trend for bulllying at my school was not the rich popular kids, they had better shit to do. It was the entire class (small school NY graduating class was 60) except for the rich popular kids who bullied one or two individuals. One kid was for example named Mark was super nice but really naive and sheltered (even more so than the farm kids, I came from a large city in high school) he didn't do anything but didnt know how to respond or stop others from fucking with him so he got it from everyone. I beat the shit out of a manelt that kept whipping him with a towel. My only confirmed win. Also the girls were all terrible people, high school girls have no remorse and dig in so deep they syab each other with words. I almost admired the lengths they would go to make each other feel bad.

Graduated in 2008. I don't think anybody got bullied in my HS. We had a graduating class of 380 people and everyone got along. Usually, people just busted each other's balls, but no hazing or cyber-bullying. If anyone did try to bully, a lot of us would call them out and shame them into stopping.
I do agree the girls were petty bitches. One girl in particular called the cops on all of us because she wasn't invited to a party. She was a major diva and several of the girls at the party didn't want her. The cops had "an anonymous caller" phone in and busted it up; we suspected it had to be her because the house was far enough from the other neighbors (1 of the next-door houses was vacant) so there was no way we were that loud. We were all doing weed, booze, and mushrooms so a lot of us GTFO. I had a wrestling scholarship that I couldn't afford to lose if I was arrested so I managed to get to my car with my buddies. I parked it on the other side of the neighborhood through the woods that was behind the party house. The cops never bothered to station anyone on that side of the road.

Any of the "bullies" at my high school were the asshole troublemakers that never graduated and had a lot of problems at home or something. On one hand, you feel bad for them because of what they probably go through at home, but on the other hand, they never had anything nice to say to you evem when you tried to be polite to them.
Other than that, yea, high school didn't have too many bullies. Dumb jocks and loud obnoxious preppy girls, but it wasn't too hard to get a long with people.
