I actually think if you're fucking with this costume in a big way you could make the whole thing more asymmetrical and the chest hole could be the center of a more abstract GL symbol that is the entire outfit. Artistically, if she's still using the Ring of Volthoom you could do fun things with the gore-hole rather than the stereotypical 'your arm gets real veiny and rots off'.
But yeah I think this is definitely Jessica Cruz In Her Power and not Jessica Cruz Being Tutored By Baz as a design.

I know that the initial impulse is that the costume is too much, but if Jessica was really written as an intensely creative character who was also sort of a mess, the costume fits and is very expressive.

If you really look at the design, you can see how the pieces work to tell a story.
The half-mask makes her guarded and vulnerable, like the exposed part of her face we see is a gap in her armor.
The black hole in her center, well that's just telling about her internal feelings.
A circle can be a shield or a hole, and in Jessica's case, it's both. I would think many of her constructs would follow circular and cylindrical themes.
It's got moxie.
