Powers don't always come into the equation.
For example, if Spider-Man swings by to stop me I know that the worst I'm getting is some bruises and breaks and web all over my nice new shirt.
If the Punisher is the one who finds me, on the other hand, I get a bullet through the brain stem.
It's less about what the heroes can do and more about what the heroes will do. The way I see it, the real heroes you want to steer clear of are the ones who will either seriously maim/injure you or straight up murder you regardless of their power level. Or the ones who are unpredictable in any case.
