Nah, Luthor's not naturally bald. In the Silver Age, he's bald because he was trying to cure Superboy's weakness to Kryptonite. Some chemicals fell over and started a fire in his lab, so Superboy blew it all out with his super-breath.
However, when he did it, he sprayed Luthor with chemicals that made all of his hair fall out. Luthor, thinking that Superboy did it out of jealousy, was furious and swore his life to evil.
