Both of these are overdesigned. With someone as small and acrobatic as Robin, having heavy metal legs and boots is counterintuitive. Superboy's outfit is just... Too complicated overall. I think if they took out the black and made the jeans look normal, it'd look better.

when i started reading that line i was getting ready to rage but you may well be right about the boots needing the briefs.

There was one plot where he was mutated into looking more alligator-like. Elongated face and everything. It didn't work out very well and I think they retconned it away later.
Then there's Azzarello's Joker, where he looked like a black dude with a skin condition. Not a terrible design, I guess? But not great for Killer Croc.

It's probably an attempt to make it feel like real clothes. If they didn't draw the briefs section, it'd look like he was wearing a leotard or something. The wrinkles (or lack thereof) would draw attention to the package. Or, depending on the artist, lack-thereof.
