I never get the issues people have with that one. Narratively it fit completely.
Wanda give bad visions and a brief glimps of the infintiy stones to Thor and he need to check verify them, those better vision warn him of the danger looming on Asguardn as well as the vision behind the vision: the nature of the infinity stones, thus convincing him of the need of creating Vision.
It flow perfectly with the story and explain his motivations clearly.

He is then assigned to the Deathlok Project and given advanced bionanotechnological implants by Dr. Simon Ryker, a mad scientist obsessed with changing the course of history with his creations. Manning is then programmed to become a black ops operative, always linked to his his board computer, an advanced Artificial Intelligence nicknamed "Puter". However, he longs to regain his humanity.
Upon learning that his employers are also providing weapons for terrorists, Manning goes rogue to take them down and get revenge for his condition. Ryker then spirals into insanity in his efforts to retrieve the technology, and soon sends other subjects of the Deathlok Program to bring Manning to him, dead or alive. Manning will have to rely on his human intelligence to defeat the assassins on his trail and expose the truth.
