Because it's easier to make up some weird and bizarre alien character and then have them either as a background character, or have a one-off moment rather than working continuously with such a character. Most of the time characters like these spawn from one "oh that would be cool" idea, and once that idea is used up, they don't have much else left.

That character only has a very few appearances I think
Sometimes artists will fill the backgrounds of lantern books with cameo aliens or aliens they just like the ideas of.
So it's not really quite the same thing, because they aren't green, but there's a yellow lantern Predator and a yellow lantern Xenomorph. At least one of either race. The predator is easy to find, the Xeno is a little fucked up, possibly because of the yellow rings effect.I swear there's a green Xenomorph in the greens too, but I can't find any images of him.
