Kathy, a radio newswoman, was supposed to be the first person that they would broadcast, but something went terribly wrong, and she seemed to have been vaporized.
They were arrested for dangerous illegal experiments and the unwitting murder of Kathy.
88 years later, having existed in tv space, Kathy has pulled her molecules back together, though not perfectly, and can travel through the wavelengths that tv broadcasts put out, as well as teleporting through tv screens.

50 tags which she places on objects which she can teleport to or have teleport to her. Wears light power armour (that doesn't leave any skin showing because it is fucking armour) but isn't a straight up fighter.
Origin
She gets powers from insert rogue science plot device or triggers like in worm. Originally a courier using her power to transfer goods around for a corporation. However a Villian conscripted her in a fight against a hero by using a kill collar to control her, so after that she turned to being a hero on the side in addition to her regular courier job.
Attitude
A bit greedy, which is why she isn't content with a normal job. Also a bit stuck up because of her powers and gets easily angry at those who can beat her. Finds it hard to be friendly with people, so her friend group is small. But really close with those she is friends with.
Looks
Cape Persona- full power armour made by her friend. Just over 6 foot 2
Normal - Half black half white, with straight hair, brown eyes. 5 foot 6. Not very fashionable so just wears comfy clothes.
