Yes but you are forgetting that Jurassic park and start wars movies are released with totally different pacing than marvel movies. Fans for the franchise are constantly clamoring for more star wars or Jurassic park content because we haven't gotten one in around 10 years.
On top of that, marvel movies are structured almost entirely different. They are set up like a TV show with each movie slowly building to a franchise climax. Almost exactly like a TV show. Once that climax and payoff that was being built up to hits (infinity war), fans will finally have a legitimate reason to stop watching. They will have gotten the payoff and therefore have a much greater chance to stop caring. This WILL happen unless Infinity War manages to establish another huge villain that can be built up to after Thanos.
DC on the otherhand still has some time. Justice league is very clearly not going to be the climax that was referenced so many times in BvS. It's probably going to be an eventual Injustice movie.

Funny, the way I see it, Marvel is keeping the cape train rolling by providing different types of stories in the different films. Instead of a tightly knit team, Guardians gave us capes in star wars. Instead of Uber Patriotism, Cap 2 was capes in a spy thriller. Instead of a origin story of how one man decided to fight crime, ant man gave us a unique heist movie. Now Civil War is going back into cape comics staple of men in silly outfits punching each other. We've had a breath, so let's dive back in.

Marvel pretty much sells superhero movies, and Black Widow is a spy in a superhero's world. Making a Black Widow movie would force Marvel to take the "superhero with a political thriller feel" thing thy had in Winter Soldier, and basically scrap the superhero thing entirely to make a spy thriller. Not only that, if they did it, they'd have to make it a prequel to get people interested at all. There is no way that people would be more interested in "Natasha goes off and does spy stuff now, for some reason" than "Trained, programmed Russian assassin struggles with her actions and does morally ambiguous things in Eastern Europe"

The misconception is that "no one would watch it", which is ridiculous to the max. when the female lead is stupidly hot, kills people, blows shit up, maybe has a sex scene and if we're lucky even a decent plot. A BW movie would sell fairly well.
The problem is that it wouldn't fit in with the meta plot in the cinema and tie in much more strongly to Agents of Shield, which the movies seem loathe to go near; it'd also possibly mean AoS having to incorporate ScarJo, which isn't happening on their budget, ever.

I'd say post Civil War would be the best time to do a BW movie. If the spoilers floating around are true you could tie a BW movie in by focusing on the shadowy groups trying to manipulate and control the superheroes. It'd be more of a foundation-laying movie, but you could use AIM, set up a few villains for later movies, and build up some background elements. As for the the lack of superheroes, bring in some of the foreign villains. Crimson Dynamo, Titanium Man, Radioactive Man, have the world want a piece of the Avengers' pie.
