No true. The 90's was FULL of original heroes, and not only in non-Big Two companies either.
However, the need for comic book fans to have their comics "matter" to validate how pathetically devoted they were/are to their hobby meant that newer characters rarely succeeded because nobody would buy new characters because they didn't "matter".

Themes, motifs, and logos. they don't even have to be good.
The most successful Heroes work on taking something that people struggle with and saying it's actually a super power or a source of strength. In these examples by superpower I often mean more what drives them and makes them unique more than their actual powers. Spider-man does not actually have a super power of angst (though you could fool me sometimes) but the appeal of the character is that he takes all this angst over the soap opera bullshit that continually befalls him and uses it to be even better and stronger.
Batman: 'your pain is a super power'
X-Men 'what makes you different is a super power'
Superman 'your goodness is a super power'
Spider-man 'your angst is a superpower'
Hulk 'your temper is a superpower'
Punisher 'your hate is a superpower'
Deadpool 'your humor is a superpower'
Doom Patrol 'your madness is a superpower'
Wonder Woman 'your femininity is a super power' (which was pretty radical in the 30s, and still is today seeing as how writers keep trying to 'fix' WW by making her more and more masculine. Thank God for Grant reminding everyone what she's supposed to be about)
Note that there are exceptions like Thor or Dr Strange who are honestly loved more for the niche they fill than what they represent. Though you could say they work off nobility and studiousness respectively, but it would be a stretch.
