I remember reading that for the first time, it blew my fucking mind. Not only had he already enacted his plan, but there was no asspull victory for the heroes either.
In my opinion, we need more antagonists like 'ol Ozy. People who get shit done and don't job to the hero every week to keep the status quo.

The Watchmen panel in question is solely referencing the tendency of comic book villains to inexplicably give the heroes enough time to save the day. Any similarity to what to anything in V for Vendetta is merely incidental.
