In one episode, Timmy wished for Cosmo and Wanda to be Tootie's fairies for a day because he felt bad no one remembered her birthday. Tootie almost blabbed to all of Dimmsdale before Timmy intervened.

Timmy got fairies back in Season 0, not Season 10. Vicky was just sort of a jerk, and the straw that broke the camel's back to Timmy getting fairies was being offered anchovy pizza and being sent to bed early.
We dont know the extent to Chloe's stress because she's only had a few episodes, and we're coming in after she's suffered through it. There's no reason to beleive it's not exaggerated except you wanting it to be.

A lot of people like her. In the FoP threads here people usually say she's the best part of the season. And that's because I dont find a TV Tropes definition of Mary Sue and apply it to someone after 1 episode. It's a lot more complex than just checking off stuff on a checklist
