It was originally going to be more action driven and serious but the executives wanted it to be more like other WB cartoons of the time. They also got rid of the most violent scenes which had to be replaced with "let's muzzle them".
The first episode starts VERY serious and then goes into comedy.

It's mostly because what these anons said.
They want the character to stand out. Imagine you pretend to be a fox or some shit, now that fox will look like every other. So you add neon colors because that is not how a fox actually look like. The odd colors makes it stand out now.
The big mistake is that a similar mindset in so many tend to make them all look, ironically, the same.
They try too hard to be original, in short.
