Quicksilver is biologically faster then the Flash. If the Flash can't tap into the Speed force then Quicksilver is faster, but if the flash can tap into the Speed force Quicksilver Doesn't stand a chance. What I mean by this is that Quicksilver will always be just as fast is he is in the marvel universe anywhere else. However you put the flash some where there's no speed force and the guy is done for.

Think about it like this. The speedforce only exists in the DC Multiverse. Any speedster can travel to any DC Earth and be able to tap into the speedforce.
However, if they go to any other universe that isn't a part of the DC Multiverse like say, the Marvel Universe, then they won't be able to use the speedforce because it doesn not exist there.

When a speedster moves into the Marvel U, they bring a small amount of Speed Force with them, which vanishes quickly. In JLA/Avengers, Berry rigs up a better to carry more speed force with him.
