It's more likely that Gallagher is implying that the racoon doesn't know the difference, and Heathcliff does, hence Heathcliff's cool and collected reaction.
Everything Gallagher does is intentional. What might appear to be a mistake or ignorance is actually an intentional inclusion intent on bringing deep meaming to a scene.

Will the entire neighbourhood and humanity as a whole be ravaged and mercilessly destroyed by the zombie fish plague as cat, man and mouse find themselves desperately reduced to their most base - the urge to survive at all costs? Will the next strip be Heathcliff and the raccoon holding an ice pick in a fortified safehouse, standing over the Garbage Ape as he nurses his grisly bite wound, a face blank with only the acceptance of his inevitable death drawn across its features?
