It might have something to do with the show's base concept of "some strange old guy 'helping' kids with their problems of the week" that's probably turning most of the first-time viewers away.
Just look at the protagonists of the more-successful contemporary cartoons; I'm not even sure if any child could relate to UG, or could could relate a "weird uncle" or "weird grandpa" of their own to UG for that matter.
