Who do we blame for cartoons getting less and less violent?

putting them on TV was a mistake, they should have stopped making cartoons decades ago

Most of these shorts played in theaters to packed houses of adults.
Then they were relegated to tv as "kids fare".
And here we are.
They didn't get less violent though. The animation just go worse. Adventure Time is incredibly violent, it just happens that the animation and the art style are soulless napkin doodle grade.

As for the actual topic, I don't really know. Tom and Jerry still airs here, so it's not like the channels have massive issues with showing the violence.
Some cartoons still have an element of it, Gumball has some slapstick here and there but it's obviously not on the same level. Maybe it's just not what appeals to kids anymore

Old school cartoons used to be shorts shown before a movie. In cinemas full of adutls. Then they made kids friendly, TV versions of these characters. Think of what they did with Teenage Mutant Ninja Turtles, but in a larger scale. Adult cartoons are still violent as fuck nowadays.
