We dock and crop dogs. While it's usually done to puppies and the health risks are bigger with adult dogs, sometimes it's done to adult dogs too.
The animals in Zootopia are all bipedal with a very human-like body anatomy. Since we can live without a tail and don't need one for balance, I think the Zootopia mammals would be able to survive without a tail as well.
It would be a dumb thing to do, but in a universe with sapient mammals, I imagine there would still be some animals that want to make stupid painful fashion statements like that. Fuck, even our world has people who want to amputate healthy limbs for purely cosmetic reasons.

Okay, when Nick and Judy start walking along the sidewalk, they pass a fire hydrant while she accuses him of crimes. Nick pulls out the permit and receipt of declared commerce, but when the camera cuts back to a wide view as he didn't falsely advertise anything, they've instantly teleported forward like 20 yards and they're up to the crosswalk, with that hydrant they just walked past being way back in the distance. It's probably the same shadowstep that he uses to zoom to the corner when he points the other way. That or a continuity inconsistency.

I think it's because it is 3D animation, while it would look out-of-place, they would probably fit in better than 2D cartoon characters.
Plus with the whole 'difference in dimensions' thing chances are they'd end up looking just like they do in the film as they would in real life -- as opposed to what was shown in, say, Rocky and Bulwinkle where the characters morphed from 2d drawn characters to 3d cgi.
