Ratigan was brawn AND brains too, which is an especially rare combination for a Disney villain to the caliber he possessed them in. He didn't even need a "final form" power-up like Jafar or Maleficent did, he was already a massive ball of pure feral muscle and rage underneath his ""regal"" facade.
