She was notably off-model in the scene on the right because it was the second episode and the boarders were less coordinated with the confirmed style. I assumed the dude who boarded her there came right out of a job with Regular Show.
Here she is in the first episode, closer style to the left. The big difference is that her face in that episode was rounder, less of a chin. I'm with >>81428308

Laser Light canon was the first episode boarded (though gem glow was always intended to come first)
That particular boarder for LLC was Kat Morris, who, like you had said, was fresh from regular show: she's not one of the regular storyboard artists, as the only episodes she's a credited boarder on is Laser Light Cannon (with Rebecca), Cat Fingers (with Rebecca, Ian, and Hillary), and Bubble Buddies (with Aleth). She IS, however, one of the 3 main creative people behind the show overall (along with Rebecca and Ian), have contributed to the outline of every episode, serving as the show's Storyboard Supervisor, Serves as Supervising Director for the recent Raven/Paul and Hillary/Zuke episodes, and doing additional uncredited boards (which as seen with pic related are a lot less janky than her early episodes)
