Bellweather was kind of bland. It might have worked better if there was more to her plan than "keep shooting people", if there were bigger stakes and a better reveal that doesn't end up with her being immediately arrested.
It's like with Turbo and Frozen, I felt these surprise villains didn't get enough time to be their true selves and leave a lasting impression.
