The only problem with Korra, and this is a problem that pervaded all four seasons, is that she's not Aang. Every single problem she faced, he would have had an easy time of. Making people like benders? Name someone in the entire series more likable than Aang. Spirits? He's an airbender, cakewalk. The Black Lotus? As if a rookie airbender would be any challenge. Anything they can do he can handle, especially Sparky Sparky Boom Boom Whore. I didn't bother with season 4 but come on, they're just metalbenders.

I think you see between five and seven max, but only two of them are named characters and only one of them is a recurring character. It's definitely more common in Korra's time but it's still a rare skill like metalbending is.
If you're really picky about that sort of thing to the point it would make you dislike LOK, I wouldn't recommend it. They take advantage of how vaguely worded some of the "rules" of bending in ATLA were to introduce new concepts.

How to turn him into a good villain:
1. give him a good reason to attack the south pole. None of that "i had to protect the portal" shit. No one cares about it.
2. give him an excuse not to teach Korra from the get go how to get to the spirit world. He could basically open both portals from episode one.
3. show that he plans ahead, like Amon; instead of Vaatu being a giant walking bullshit. Make it so Unalaq just prepared an army of spirits to attack RC and the other nations, and that Vaatu only raises his 'corruption level' on spirits; at some point he is the one using Vaatu and not the other way around.
4. give him a reason to do what he does. It's not hard. Basically he doesn't like how humanity is now. Make his plans along the lines of creating a dark age, destroying technology and make humanity go back to rely on/worship spirits (controlled by him). It could be anything. It just needs to be there.
5. give him a better end. No need to just kill him.
what really bothers me is that, he could be a really based and cool villain. They just didn't bother to try to make him interesting.

Lightning generation was a technique that basically only the upper upper class of Fire Nation society could learn. It was definitely rare, but Azula and Ozai weren't the only two people in the entire Fire Nation who could do it.

The story itself could have had incredibly minor tweaks that would turn it from shit to amazing. A consistent one is the motivations of characters. A few throw-away lines here and there as to why people like Unalaq did what they did to replace the reasoning they half-ass lobbed at us (DARK UVATAR!) would have done wonders.

I don't think there is any way to salvage LoK. In two seasons alone they managed to make special bending feel commonplace, merge an already overpowered bending technique with an even more overpowered technique, and do away with the whole avatar lineage right after showing the Wan episodes.

In Korra's defense S03/S04 she's leagues behind Aang in the avatar sense. She lost all connections to past lives at this point and while Aang did pull a quick deus and get his avatar state back in the finale, any avatar state Koora manages to pull off would have been horrid and not as powerful in comparison, as shown when she fought Zaheer.

You say that as though Unalaq was only real problem the show had. He was just the most glaring. All the villains were shitty. Yes, all of them. Amon, Red Lotus, Kuvira all started out interesting and had some great potential, but in the end they all just fizzled out. Unalaq just gets the most shit because he was shit the whole way through instead of just at the end (or the whole second half in Kuvira's case).
Though I'd argue that the series most glaring flaw wasn't it's villains or even Unulaq (I don't know how to spell his name and I don't care enough to look), it was Korra's "team".
Everyone that was with Aang had an actual reason to be with him. It felt organic the way they came together and grew as a group. Plus the goal of stopping the war was something they all shared for obvious reasons. The only time Korra's group ever really had a mutual goal or reason to stick together was the Amon thing. But even at that, the threat to Bolin and Mako was just a general one, because they were benders. There was never anything personal about it like with Katara and Sokka.
Hell, in season two, Korra's group is of so little importance to the show that they spend the first half of that season involved in their own separate plot line that's completely irrelevant to the rest of the story. It was a classic case of "giving them something to do". Which is usually a pretty telling sign that those characters aren't actually necessary to the story.
Mako is boring. Bolin is a useless manchild that couldn't even succeed as comic relief. And Asami's purpose can be broken down as such: 30% forced drama love triangle bullshit, 40% barely distinguishable from a background character, 20% actual competency and getting shit done, 10% now we're lesbians!
