Why is he always jobbing? Why he is the only one in the team to get regularly beaten by villains? Do writers hate him?
I really like J'onn, but it feels like there is a rule at DC, stating that he must suck.
He isn't that popular, that's it.

He wouldn't be able to shapeshift, but also his fear of fire is also psychological as well as physiological. That's the reason it's such a crippling weakness, he doesn't even need to be ON fire, just AROUND it.
Alan Scott's got it worse, but only because his weakness is much easier to find and readily available both for use as a weapon and a defense.

His powers were originally different, and the Green Flame he harnessed gathered it's energy from "the growing and green things of the Earth".
In the awesome beginnings of the Earth-2 comic before DC shat the fucking bed with it his powers had the same origin, and basically came from Earth-2's version of The Green.

As crippling as this weakness was, it was a fair one to give him because otherwise he'd probably be the most powerful DC hero this side of The Spectre, since he's a Green Lantern with no power limitations and no recharge time needed.
Alan Scott can probably quite literally do ANYTHING he focuses on as long as he continues to focus on it.

Spider-Man punches people and is still vulnerable to punches. Even if you include radiation as his "strength" it can still kill him and he only has a mildly increased tolerance to it. Very mildly.

They've tried getting rid of his fire weakness before, and some of the other core JLA members have gotten their weaknesses removed in some fashion. Kryptonite and fire are the only ones left -- you can't defeat a Green Lantern by painting yourself yellow or stop Wonder Woman by tying her arms up anymore.
Kryptonite is obviously still around not because it's necessary, but because it's iconic. With J'onn, though, I think the reason it was never scrapped is because the modern interpretation it just isn't a bad idea. Yeah, bad writers can use it as an excuse and a plot device, but PTSD triggered by fire being J'onn's weakness actually adds something to his character, and honestly makes better sense than Supes' green space rocks.
