Personally, when ASM first came out I loved it...it was a mediocre movie, but so are half the movies in the MCU. I was wanting them to build something truly great....they tried, they were overzealous, and crammed too much in ASM2 to set up future shit instead of just focusing on making a good movie, and they ruined it all
ASM2 has some things in it that are fucking PERFECT, perfect Spider-Man, great visual look, the action was spot on...but they made a mess out of it instead of making it simple and enjoyable

I thought this was pretty well explained as fitting in with Spidey's story in Civil War. The eyes are a series of adjustable mechanical lenses as one part of the whole Spidey Mech Suit made for Pete by Tony (playing the part of Pete's father figure). I mean it's just speculation far as I know but it makes sense in the framework of Spidey's role in the Civil War storyline. Also corroborated by the mechanical web shooters shown in the clip.
