Next Hulk movie (if it isn't Planet Hulk) Jennifer Walters (who at this point is Jimmy McGill at the beginning of Better Call Saul except less personable) chooses to defend her cousin Bruce in court after all the damage that Hulk caused. Bruce si like "no I don't want you to be a part of this" but Jenny meekly rebukes him. Then she gets caught up in an assassination attempt on Bruce, and gets gravely injured. We have a scene where Ruffalo gets to really show off his acting chops when he and a doctor (who is probably a cameo) argue Bruce giving her a bone marrow transfusion and saving her life vs turning her into the same kind of monster he is.
She Hulks out when she wakes up, but since she doesn't have DID, she's just a bigger, stronger, hotter, greener Jenny, and we have a clip for the trailer where Ruffalo says "aw that's just not fair". They spend the rest of the movie teaming up to fight the bad guy - Absorbing Man and Titania?
And for Planet Hulk, you could actually replace Ruffalo if he wants out. Just have the beginning of the movie be him crashlanding on Sakaar, a guy who is not Ruffalo stumbles out of the ship, chokes on the alien atmosphere, then as he blacks out (seen from his POV for artsy reasons) he hulks out. DONE.
Then between Planet Hulk and World War Hulk, you've added another female hero, one who can actually deliver big hits, a fan favorite and a Hulk while giving Ruffalo a break.

The problem with Black Widow in the Avengers movies is that she's not ridiculous enough. Everyone else, inherently ridiculous, even Hawkeye gets that bump for pulling out a bow and arrow. But Widow, gets to be the serious one. If she were purely a supporting character, like Nick Fury, it would have worked fine, but front and center, in such a cast makes her the odd one out.
Winter Solider, she worked fine because it played to that slightly more grounded tone. If Thor was in that movie, he would be the odd one out, he just wouldn't fit really. Hulk could work if it was mostly Banner Lonely Man'ing it.

Vision is quite possibly the most OP Avenger at the moment with his phasing abilities, Mind Gem, some kind of technopathy, and typical flying brick powers, he doesn't have any real downsides.
Hulk strongest there is. He's the toughest and physically strongest member of the team, that's about it
Thor's not as strong or as tough as Hulk, not by much, but he's more versatile with Mjolnir and can deal with larger scale threats more effectively.
Scarlet Witch is a glass cannon with her magic, but an extremely powerful glass cannon, her powers also seem to extend well beyond "blow things apart".
Tony's the tech guy, he can develop substitutes of the stronger guys that aren't as strong as the real deal. Technology fuckery is also a very useful thing in today's world.
Captain America is an enhanced human, which isn't that impressive compared to what the heavy hitters provide, but still a cut above the non-powered humans. His enhancement also gives him increased mental abilities to lead and plan better.
Hawkeye's the team's marksman, his impossibly good aim and trick arrows can deal with a variety of threats even if he is just an otherwise normal dude.
Black Widow is the spook, she's supposed to be the best in the world in that respect, the problem is that working with a team where everyone is a freak of nature in some respect and can lend abilities that have a more immediate and notable effect. Being a good spy doesn't mean much unless it somehow involves an enemy that doesn't want to be found and/or isn't willingly giving something up.
The problem with Black Widow is trying to write around something to give her a good fit in team-up movies. She did her job in Winter Soldier (and IM2 I guess) because the situation(s) worked to her abilities, but the team movies are generally slobberknockers where superhumans and freaks knock each other around, so she's noticeably the odd man out and it's really hard to ignore when she's on the scene.

I don't think it is for most people. I see this all the time among 'fans' but people are so engrossed in the mechanics of the universe ideas like narrative and what makes for an entertaining story fall to the wayside before logic and canon.
Avengers 1 has her with the people on the ground defending from aliens and helping save lives while the heavy hits hit heavy in other areas. Later uses her kung fu acrobat shit to get up to the scepter and disable the whateverthefuck opening the portal while again the heavy hitters deal with the larger threats at hand.
So yeah you could have some other character do that shit. But then they wouldnt be doing the other shit they are known for. Spy chick uses agility, and skill to sabotage the bad guys device.
