Personally I think Monsters Inc is still unsurpassed in terms of writing.
From a TECHNICAL perspective, yes, Zootopia is the best ever made, and is the first movie to make me feel like "Maybe CG really can be almost as good as 2D". And it's the best Disney movie since Lilo & Stitch. But IMO it sacrificed too much of its own soul for referential humor.

What Zootopia really excelled at was presenting you with a visual world that worked and had existed before our characters showed up.
There's trash in the streets, on the side walks there's different sized trash cans, doors, plates, tables, chairs. All of the things that the various animals need to be able to work around the city are around the city. The world they made feels more like something that could be real.
Did you really feel that San Fransokyo or whatever was a place that made sense? Frozen's Arendelle sure didn't, and Tangled's Corona was far too small and cramped on the outside to fit what they show on the inside.

I know it'll sound like I'm jumping on the badwagon here, but the absolute pinnacle for Pixar was the first 2/3 of Wall-E - before the humans came into the plot.
Since then there have been short, emotional films padded with meaningless, forgettable plot.
First 9 minutes of up is always discussed - and no one seems to remember anything else about it.
The last twenty minutes and 'le epic sad furnace scene' in Toy Story 3 made people sob and claim it was the best animated film of all time they forgot the lead-up was a forgettable rehash of Toy Story 2.
Then everything since... eh. Now they have almost nothing but franchise films - something that people used to mock DreamWorks for is now being praised and making people excited because PIXAR is doing it.
I also feel like Disney hit their peak with Zootopia and will go downhill with Moana (like Lion King was the peak of the 90's renaissance and Pocahontas came right after.... yet another critically praised talking animal movie preceding an ethnic princess musical).
Zootopia felt balanced and provided two of the greatest animated characters I've ever seen. Nick and Judy, a talking fox and rabbit, had more humanity an depth than most live action characters. It is easily one of my personal favorite animated films right up there with How to Train Your Dragon, Song of the Sea, Akira, and Castle in the Sky.

The Axiom is where the movie starts to loose its steam, yes, but the flying montage was great, and I think the best show of flight until Dragon two years later (and then Dragon 2 beat that).
