It does and it doesn't. The executive meddling really cripples the show. It's budget was trashed and it was overly censored to a ridiculous degree. A bunch of shoddy, re-used animation, animation-errors, and general ridiculousness from the censorship. It REALLY gets in the way of the show. Half the voice acting is garbage too.
But, when it's not being fucking annihilated by the rampant censorship, the writing can actually be really good. The characters are all really really well developed, the plot progresses in a very natural way, striking an excellent balance between being episodic and serialized. The show's also, despite the censorship, honestly pretty dark. Life REALLY shits on this Spider-Man, and Peter's played off as more bitter/world-weary than most other adaptations, but in a good way. He's been through hell and isn't happy, but ultimately still keeps trying at the end of the day. Also, while half the voice acting is terrible, the other half is phenomenal.
He was really the best part of the show.
I find it odd we never once got even a hint of Sandman in all the years it was on the air.

It's more a lack of mid-level villains. Everyone is either high-tier (Kingpin, Bullseye, Owl, Typhoid Mary, The Hand, etc.) or low to joke-tier (Stilt Man, Matador, Leap-Frog, etc.)
Waid at least made an attempt at reinvigorating a few of the latter, like Jester and Stunt Master.

It's true that Electro didn't show up until later because of the James Cameron movie, but the reason for the Hobgoblin coming before Osborn is actually far stupider.
Before production of the TV show began, the show's first showrunner wanted to use Hobgoblin for some reason but then left. The second showrunner thought it was a bad idea, and wanted to use Osborn, and the other execs and producers agreed with him. However, the order for Hobgoblin toys had already been made, so the TV show was forced to use the Hobgoblin.
