Both. I think at the end of the first "arc" he said he was going to take a couple weeks(WEEKS) to figure out what to do next. He is literally making it up as he goes on. At least this one seems to have some sort of plot, as opposed to "generic slice of life"

Usually, people's artistic skill improve a little more than this over the course of a fucking decade.
Maybe Hacks made a mistake by committing to the M-F update schedule too early on in his webcomic career. I think it, and the fact that he's lazy to begin with, stunted him artistically.
