Thunderbolts is all but confirmed to be getting a Phase 4 movie. Marvel will keep pimping Thunderbolts as hard as Captain Marvel, the Inhumans, and the Guardians of the Galaxy.
The Thunderbolts are here to stay. Although that may not be a good thing considering how movie synergy tends to go.

It's a matter if Gunn wants to do it or not, he said that Marvel wants to keep him for at least a trilogy but Gunn himself said in his Q&A videos that he hasn't planned for a vol. 3 like he did for a vol. 2 and that if he just goes up to vol. 2 then he would be fine.
Gunn is so mercurial like he said he wanted to do a Tbolts movie once and later he said he changed his mind and wants out after GotG, he's always changing his mind so who knows.
