When Power Rangers and Pokemon got amazing ratings while much more expensive domestic programs got merely 'good' ratings in comparison, the writing was on the wall for the future of tv animation. That's actually not the case. As a medium, animation isn't THAT old and when they first started doing it, they pulled from a lot of talented artists. Disney is the big name everybody knows, but the industry had a lot of greats who were breaking ground and experimenting with new ways of making cartoons look believable.
As we've gone forward, however, the system has become more formal and is focused more on how to quickly produce content on a budget, so instead of tons of hand-drawn keyframes later filled in by lesser artists in the company's home country, a lot of cartoons now build animation rigs with a certain number of facings and then send all the tweening work to the Philippines or North Korea (if your company works outside the US, that is).
It's less stylish and a lot less impressive from an artistic perspective, but it's far more affordable and more pragmatic to the company funding it.
In the olden days, even the tweening artists and lip synch people had to have some skill. Some ability to hold a pen. Today you just need a basic grasp of the animation studio being used and the willingness to tediously move all the pre-designed parts where they have to go.

Compared to stuff done by Disney, Don Bluth, or Richard Williams, yeah, modern animation is shit. But the kind of work that those guys did was also super expensive compared to what modern animation does. Think of it this way: you can get a highly skilled, beautiful, traditionally animated movie lasting about an hour and a half, or you can have an entire season of your favorite modern show.

No, there are definitely still people who have plenty of skill. It's just that rigs have the tendency to be a little more stiff, and to hide it, people sometimes rely on a little more squash and stretch because you don't have to re-draw your rig that way.
Realistically, if you have a brilliant artist handling every key and personally drawing all the fast actions on ones rather than leaving it for the staff, you're going to get much more attractive animation. But it usually won't be so much more attractive that it's worth spending three times the money and production schedule doing it. It's okay to slack off some in order to save time and be cost-efficient.
But rigs can make animators lazy because they'll be tempted not to re-draw things when they should, or it'll make them overconfident in their tweeners and they may not establish enough clear keys. Animation is a complex process. The modern way is not as pretty as traditional, but it's WAY less work and it's WAY less expensive, and good studio can still do good things with the modern process as long as they're diligent, talented, and willing to hand-draw things when it's called for.

Had you seen the old episodes again? I will give you edd ed and eddy, but Dexter lab, as an example, was filled to the brim with recycling, had several stationary frames that would be reused to death, and all around it wasn't that fluid. Jonnhy Bravo in particular over depended on smears to achieve the sensation of movement, and while that's not bad by itself, it was clear they were saving as much as they could, plus they used them in such long segments they became apparent too.
Even if you liked the designs better, that does not amount to animation.
Still, those are like 3 shows, not "90's" animation in general.
