So how come cartoons nowadays rarely have an intro? It doesn't even have to have a song, just an eye-catching intro.

Is it because muh running time and adverts?

yes
you know some shows coming out now are literally just 20 minutes. that's how far down we are. a third of every 30 minute show is commercials, even at the premiere. when we were kids it was a fifth.

Maybe I don't watch enough TV, but most of the shows that come to mind do have decently sized intros

Sometimes a show that does have an intro still has it cut to have more time for commercials though

Intros in general are being deserted, to make for more time for the actual show. Most of them just do that quick, 5-10 second long stinger at the beginning of a show.
