Joker is actually deformed though, he's at his simplest just a jacked up psychopath. Green Goblin as a guy who puts on a Halloween themed elf suit and throws pumpkin bombs is really hard to take seriously when the movie tries as hard as they do to add "realism" to these things.
Besides, modern GG is just a mix of Lex and Joker into the same character.

I'm not trying to take it seriously, the movie studios are, and it keeps turning out horribly.
As a practical issue, what about his mask? The thing emotes with his face in the comics, so the options for this in the movie are to make it a helmet a la Super Sentai Goblin in Raimi Spider-Man, make it a weird lifeless latex mask, awkwardly CGI it emoting with no explanation, or make the character's face physically green, in which case you get ASM2 Goblin.
I'd say my biggest complaint is that GG is viewed as the Joker to Spider-Man's Batman, so the movies feel obligated to put him in whenever they can, meaning we have three Spider-Man movies out of five that have a Goblin instead of literally anyone else of the great rogues gallery Spider-Man has.
