Doc and Jackson have always visualized their characters to the point where character development is effortless.

Yeah, at first it was a conscious design choice to give him comically underdeveloped legs in comparison to the rest of him, to accentuate his hyper macho psycho schtick. Later they had him develop a personality, I don't know if the two are connected.
