"Jay" was sent by Zoom to mess with Harry because Harry was the one trying to stop him. It's likely people don't know Jay's true face given he vibrates like Barry did in season one, so when Harry met "Jay" who never vibrated to hide his appearance he thought "Jay" was the real Jay. This is supported by the fact the Jay statue looks nothing like "Jay".
It can also be assumed everything "Jay" says about Harry is a lie.

Zoom isn't Jay. Jay is Jay. Zoom is like Earth-3 Jay Garrick, or Hunter Zolomon of Earth-1. Either way, he has the power to cross dimensions even without the breaches, and has collected yet another Jay Garrick (man in a mask) from another universe (not Earth-2 or Earth-2)
See Zoom couldn't have been Jay's nemesis on Earth 2 if he's Hunter of Earth 1, because Zoom fought Jay before the breaches opened. Unless Zoom/Hunter can cross over to parallel universes without the breaches created by Team Flash. If so, it would make sense why he's stockpiling spare Jay Garricks in his cave.
