Falcon left the army because he couldn't handle the pressure of seeing his loved ones go and only got back into fighting after he met Cap and realized other people have loved ones too. He's not a company man, he's just a trusty wingman.
War Machine (hammer, wtf) is a company man because he is a company man (he really hasn't been given a lot of character), but he seems to enjoy the fight for the fight (he wanted all the guns and the cool shit).

Also consider their positions. Falcon was a special forces pararescue guy who was right in the thick of a ton of combat and shit; Rhodey was an officer in charge of weapons development who probably never actually fought anyone in his military career. Rhodey is probably more educated too. Neither character has been explored much bet there could be a ton of reasons they would be completely different on any given issue.
