This is the kind of thing where, especially because it's 90s Animated Rogue, you just ignore what the powers actually are and pay more attention to the cast they roll with.
Rogue gets Power-Stealing-Overload from one or two seconds of Juggernaut or Apocalypse. Ryoko (is clearly inferior to but hangs with) the God of Technology, Light-Hawk-Wing-Asshole Shinji, and all that bullshit. Power-sets tilt her way too.
Basically, Rogue's only winning move is putting bare hands (or kissing if it's Claremont <3) on Ryoko, and any time that's Rogue's only winning move she loses.

Noike is Tenchi's final harem member and a former partner of Mihoshi, the adoptive aunt to Ayeka and Sasami, and generally regarded as superfluous.

Two or three comikets ago, Kajishima released a book teasing the possibility of OVA 4 and what his plans were, alongside IF IIIa.
And a few months ago, they confirmed it, and earlier in the year they had a press conference.
