Yeah. He obsesses over Barry and decides to have surgery to look like him and travel back in time to meet him. He overshoots and hits a point where Wally is the Flash.
He opts to visit the Flash museum and discovers that he is destined to become the reverse flash (the plaque says Reverse Flash: Eobard Thawne), this sends him pretty crazy. He then tries to impersonate Barry and become the Flash, but Wally works it out and tricks him into going back to the future and losing his memory. He basically comes out of it still obsessing over the Flash, but this time in a really negative way. He then goes on to be a silver age menace.
