I recall catching the opening theme as part of a preview for the whole One Saturday Morning block, and was so disappointed that the series wasn't actually about some sort of redheaded warrior woman like the initial bit of the opening suggested, that I never really warmed-up to the show after that, even though I can agree that what it actually was wasn't terrible.

They're good if you have a particular need to keep them in place, and don't want them awkwardly bouncing around while you're trying to do something. There's also aesthetic reasons, like displaying them in a way only a bra can achieve.
As far as the negatives of wearing a bra goes, most of that can be attributed to the staggering majority of women wearing the wrong-sized bra. Seriously, it's amazing how many women are not wearing the right bra. If we were talking about people and prescription glasses, it would like sending at least 80% of people wearing glasses out of the optometrist's with the wrong prescription, and invoking a plague of Mr. Magoo-esque chaos.

Pepper Ann was a Saturday morning network show and would have been subjected to their S&P. Most of the shows that people bring up when saying that censors used to let things slide were syndicated and were innuendo based. Plus that leniency was usually more in terms of violence than sexual references anyway.
This episode is something else entirely and came just a few years after ABC forced Mainframe Entertainment into giving Dot Matrix a uniboob to meet standards.
